Officer decision making
In a large and complex organisation such as the council, it is not practicable for elected councillors to make all the necessary decisions.
Employees of the council have certain powers to make decisions delegated to them by the council or by the Leader of the council, and these matters are listed in a Scheme of Delegation. Other more specific or ad hoc matters may be delegated by the Cabinet or a Committee, and agreement of the delegation will be recorded in the minutes of that meeting.
