Houses in multiple occupation (HMO) licence - make an application

Use this form to apply for a HMO licence.

Before submitting this form you'll first need to complete a 'Houses in multiple occupation (HMO) licence - register fit and proper persons' form. You'll receive a reference number you need to be able to make an application for a HMO licence.

Before you start 

Please make sure you have the following information available before starting this form:

  • The address, including postcode, of the property to be licensed
  • The approximate date the property was built
  • The number of storeys in the property
  • The number of letting units in the property
  • The maximum number of households that could occupy the property
  • The maximum number of individuals that could occupy the property
  • If there is a resident landlord at the property, the number of people in their household
  • The name of any company or contractor employed to inspect and maintain any fire alarm system at the property

Please also make sure you have the following available to upload before starting this form. We cannot process your application without all the necessary documents:

  • Floor plans of the property to be licensed.
  • Building regulations completion certificate and planning consents, if applicable.
  • Current fire alarm test certificate, if applicable.
  • Current emergency lighting test certificate, if applicable.
  • Service contract for alarm and safety systems, if applicable.
  • Fire safety risk assessment
  • Current landlord's Gas Safety Certificate, if applicable.
  • Most recent periodic test certificate for the electrical installation.
  • Most recent PAT (Portable Appliance Testing) certificate, if applicable.
  • Evidence of permanent residential address of proposed licence holder.
