- Up-to-date, authoritative and free from errors and 'under construction' messages?
- Free from offensive material?
- Free from any political bias or which could be perceived as political bias?
- Free from religious bias or which could be perceived as religious bias?
- Free to access so users can access the content without having to pay or register to see it?
- Free from advertising commercial products, commodities or services for private individuals or companies not related to the council?
- Transparent with respect to its ownership, funding and purposes?
- 'Best in breed' - does another site do the same job better?
- Free from violating any UK laws and regulations which are in force from time to time?
