Foreword
I am delighted that the Rochdale Children and Young People’s Partnership has adopted this plan to guide the partnership through the next 3 years of its work.
Raising Rochdale is not a council plan, a police plan, or a health plan; it is not the plan of any one organisation. It is the plan of the full partnership, designed to inform everyone who works with children and young people in the borough and steer the whole system.
The work that we have undertaken as a borough to ensure that we hear the voices of children and young people has been taken a step further in this plan, which is driven by those voices. It is based on extensive consultation with almost eight thousand young people that led to an evidence base of the experiences, views and hopes of those young people. We are publishing that evidence base alongside the plan to inform the wider partnership, and to set a standard to improve on even further for taking those voices seriously. Beyond the 3 priorities for young people to be safe, healthy, and successful, we have added a fourth in this plan: for young people to be heard.
The partnership has taken a further important step in that direction in the governance of this plan, which includes reporting back by the partnership to the borough’s young people through their elected representatives of the Youth Cabinet and Members of the Youth Parliament. The partnership as a whole has written the plan’s success criteria in terms of what children and young people will see, feel and experience as a result of the actions in the plan, and it holding itself accountable to young people for its progress.
