Coronavirus (COVID-19): pre-application planning advice updates

In light of the current situation, we won't be holding any face-to-face meetings. We'll discuss pre-planning advice with you either by phone or email. We'll continue to monitor the situation closely, carefully and frequently and will keep this website updated.


If you'd like some advice or help with a planning application, you can contact us before you apply. By contacting us, you'll receive a faster response and be in with a better chance of submitting a valid application which meets all policies and requirements.

We charge for most types of our pre-application advice but the Planning Portal have FREE planning application guidance which you may find useful.

Apply for pre-application planning advice

To apply for pre-application advice:

  1. Complete the request for pre-application advice form below. Please include details of the proposed works, a site location plan, photographs and drawings of your proposal. Please provide as much information as you can to help us provide the best possible advice to you. 
  2. Ring 0300 303 8873 to pay the charge by card, if required. You can view our charges below. 
  3. If you're applying for bespoke advice please contact us using the details on this page to help us prioritise your request.

Types of pre-application advice

We offer 2 types of pre-application advice. Standard pre-application advice or bespoke advice for a faster or more personalised response.

If you're submitting a request for standard pre-application advice you must provide sufficient detail and information. This is to allow us to properly assess your proposal and for us provide a substantive response. In return we will provide you with the following:

  1. Within 10 working days of receiving your request and payment we will acknowledge receipt of your request, inform you of the name of the planning officer dealing with your request and advise you of any additional information required.
  2. Within 6 weeks of receiving your request and payment the planning officer will provide you with written advice or if a meeting is applicable will carry out an unaccompanied site visit and contact you to arrange a meeting. They will also, carry out relevant consultations, if required.
  3. If a meeting is applicable, the planning officer will co-ordinate attendance from other specialists if required and discuss the details of the proposed development.
  4. Within 15 working days of the meeting the planning officer will provide written advice to include:
    • Identification of key planning policies and constraints which may affect the proposed development.
    • A broad assessment of whether the principle of the proposed development and its detailed layout or design is acceptable or not.
    • An indication of factors which require further investigation or could lead to the development being refused planning permission.
    • An indication of matters which may need to be addressed by a Section 106 legal agreement and/or planning conditions.
    • Validation requirements for any future planning application.
    • Any recommendations relating to pre-application community involvement.

You can request our bespoke pre-application service if:

  • You need fast advice, for example to meet a bid or funding deadline.
  • You want advice specific and detailed to your individual circumstances.
  • You'd like meetings to be attended by a more senior officer or officers from another service.

Charges for pre-application advice

Below are our charges and the type of advice we offer for each planning application. If your planning application is for a very small project, you may be exempt from a paying the charge. If you think this refers to you, please contact us using the details on this page to discuss your payment.

Planning Performance Agreement

Quote will be for written advice and a series of meetings.

Other charges:

  • Enquiry to vary, modify, confirm compliance with or discharge legal agreement for a single plot residential development - £312 for written advice and a meeting, if appropriate
  • Enquiry to vary, modify, confirm compliance with or discharge legal agreement for a commercial development or a residential development of more than one plot - £520 for written advice and a meeting, if appropriate

Site visits for pre-application advice

If a site visit is required:

  • We'll ask you if anyone on the site has tested positive for COVID-19, has symptoms or is self-isolating. If this is the case, we won't visit.
  • We'll contact you or your agent to let you know what day we'll visit your site. Unfortunately, we can't give you a specific time as our planning officers visit several sites every day.
  • Please stay indoors during the site visit but leave any gates unlocked so the planning officer has full external access without having to knock on your door. If you live in a terraced house, the officer will, if possible, gain access from the rear.
  • Please don't talk to the planning officer during your site visit unless it's essential. If it is essential, you should follow social distancing guidelines at all times.

Development applications are more likely to be accepted if you plan on including sustainable drainage in your development. The Flood Hub has created some pre-application advice about sustainable drainage.

A​rchaeological interests planning application advice

Our archaeological interests advice includes information on how to obtain pre-application advice from the Greater Manchester Advisory Service. You'll need to get their advice if there are, or you think there might be, archaeological interests on your development site.
