The Allocations Plan Development Plan Document (Allocations Plan) proposes detailed planning policies, area designations and site allocations for specific types of developments up to 2028. It also identifies sites to deliver new homes and employment land required in the borough.
It provides details needed to demonstrate how the spatial vision, strategic objectives and scale of growth outlined in the Core Strategy will be delivered. The Allocations Plan will support our Core Strategy and together will replace the Unitary Development Plan.

We've now published a first draft of possible locations, including maps for the Allocations Plan.
What's included in the Allocations Plan
The Allocations Plan includes the following:
- Sites for new housing development
- Sites for new employment development
- Designated employment areas
- Proposals for new transport infrastructure
- Town, District and Local Centre boundaries and primary and secondary shopping frontages
- The green infrastructure network and associated designations
- Protected open land
- Other sites and designations that are appropriate for the borough
Use of brownfield sites in the borough:
The Allocations Plan promotes the use of brownfield sites as main areas to develop on. We want to focus on developing more on underused land and buildings rather than our green spaces.
We’ve identified a number of new brownfield sites in Rochdale borough which can be used for new developments, particularly housing.
Previous consultation and calls for sites
We held an initial regulation 18 consultation and call for sites from July 2017 - August 2017. We ran the consultation to get your views on the subject and scope of the Allocations Plan.
Your comments and feedback helped us to create the first draft of the plan.
We also ran a call for sites to find more opportunities for development across the borough, including smaller sites which we may not have known about.
Next steps in producing the Allocations Plan
When the current consultation ends, we’ll review all your feedback and comments and make amendments to the plan, if necessary.
We’ll then publish another version of the Allocations Plan. We'll also run another consultation so we can hear your views on the updated version.
Relationship between the Rochdale Allocations Plan and the draft Greater Manchester Spatial Framework
The Allocations Plan identifies the sites to deliver the spatial vision for Rochdale borough and the level of growth set out in the Adopted Core Strategy and will focus on identifying sites for housing and employment use in the urban areas.
The Greater Manchester Spatial Framework is planning for more significant levels of growth across Greater Manchester and that scale of growth may require the identification of strategic sites outside the urban areas.
