Government planning policies and guidelines

The National Planning Policy Framework sets out the government's planning policies for England. It includes:

  • Information about the planning system and how it works
  • How we should prepare the Local Plan and how we should deal with planning applications
  • Rules for developing in areas at risk of flooding
  • How Neighbourhood Plans should be prepared
  • Advice on sustainable developments and how we should favour these types of applications

How can I view the government's planning policy?

The government published its planning policy and guidelines online at GOV.UK in March 2012. It was then updated in July 2018.

How can I use the government's planning policy?

If you want to create your own Neighbourhood Plan, you'll need to make sure your plan meets the standards laid out in the national guidance.

For developers, your applications for planning permission to develop on sites across the borough must also follow the guidelines and policies set out by the government.

The government doesn't allow us to approve plans or applications which conflict with the guidance laid out in national framework.

How does the council use the government's planning policy?

We have to make sure our Local Plan and other planning policies adhere to the guidelines the government has set out. We've prepared our local plan to meet these requirements. All the polices in our Local Plan have to be inspected by central government before they can be adopted.

Why has national planning guidance been created?

Central government hopes the framework will:

  • Stimulate growth
  • Promote sustainable development
  • Make the planning system less complex and more accessible
  • Create consistency in the standard and type of developments across the whole of England
