Evidence base for local planning policies

We collect evidence to help us create our local planning policies. The evidence we collect includes surveys, statistics, assessments, consultation responses and government requirements.

We'll try to keep the evidence listed below up to date and add to it when new evidence is available.

Here's the evidence we've collecting on housing needs in the borough.

Strategic Housing Land Availability Assessment

The Strategic Housing Land Availability Assessment (SHLAA) lists sites in the borough where homes could potentially be built. It shows the position as at 1 April 2020.

Strategic Housing Market Assessment

The Strategic Housing Market Assessment looks at future needs for housing land in the borough. It was completed in January 2015.

Affordable Housing Requirements

Affordable Housing Requirements looks at how much affordable housing we need in the borough.

This includes older people's housing and accommodation for gypsies and travellers. It was completed in November 2010.

Here's a list of the evidence we've collected on employment and economic needs of the borough.

Rochdale Retail, Leisure and Cultural Facilities Study

The Rochdale Retail, Leisure and Cultural Facilities Study looks at current and future needs for retail, commercial and leisure space in the borough. It was completed in December 2011.

Greater Manchester Employment Land Positions Statement

The Greater Manchester Employment Land Positions Statement looks at what employment land is needed across all of Greater Manchester. It was completed in August 2009.

Rochdale Employment Land Study

The Rochdale Employment Land Study assesses how much land we'll need to allocate for employment over the next 20 years. It was completed in July 2008.

This is the evidence we've collected to date on the environmental needs of the borough.

Preliminary Flood Risk Assessment

The Preliminary Flood Risk Assessment aims to identify all the flood risks in Bury, Rochdale and Oldham. It was completed in May 2011.

Strategic Flood Risk Assessment

The Strategic Flood Risk Assessment assesses the risk to the borough from flooding. It looks at the impact land use changes and development in the area will have on flood risk.

Volume I was completed in December 2009 and Volumes II and III were completed in November 2009.

Open Space Survey

This is an assessment of open space, sport and recreational facilities in the borough.

The survey considers current and future local open space needs, standards and management. It provides an audit of existing open space and recommends local standards for the quantity, accessibility and quality of open space in the borough. It also identifies areas in deficiency and surplus of different types of open space.

  • We're currently completing the Open Space Survey. We aim to publish it by December 2021.

Landscape Capacity Study for Wind Energy Developments

The Landscape Capacity Study for Wind Energy Developments in the South Pennines looks at renewable energy sources in Burnley, Bury, Calderdale, Kirklees, Rochdale and Rossendale. 

The study identifies broad areas which may be suitable for wind energy developments. It was completed in January 2014.

Green Infrastructure Action Plans

The Green Infrastructure Action Plans list all the green areas in the borough from one tree in a town centre to large open moorland. It lists which of these areas need our protection and how we plan to ensure they remain.

Flood Risk Management Strategy

The Flood Risk Management Strategy identifies how we'll manage flood risk in the borough and list what our responsibilities will be in the event of a flood.

This is the evidence on transport needs for the borough.

Transport strategy

The Transport Strategy is an assessment of the highway network in the borough and surrounding areas and how it may change in the future.

Why we have an evidence base

The planning decisions we make have to be based on evidence.

Whether it's the number of houses we need or the type of transport we will require in the future, evidence is essential to help us work out the future needs of Rochdale borough.
