Street trading consent

​​​​​​​​​​​​​​Street trading is the selling or offering for sale of any goods, including food, in the street. It's illegal to do this without the correct consent. Please note: There are no street trading licences within Rochdale at the moment, contact us for more details.

If you intend to sell food, you will also have to apply for a food business registration.

What is consent?

Consent allows you to trade from your trailer or stall in specific locations, apart from certain areas which are listed in the restricted trade zones.

You do not need a street trading consent if you are:

  • Trading as a Pedlar under a licence issued by a Police Authority.
  • A market trader operating at a licensed market venue.
  • A news vendor selling only newspapers and periodicals.
  • Trading on private land. You might not need a consent, but we advise you to contact us to check. The landowner may need planning permission and you are advised to contact planning office.

Before applying, contact us to see if trading is permitted in your proposed location.

Completed forms should be returned to the Licensing unit.

Payment should be made once your application is received, at a counter drop-in session or by telephone.

Once your application has been accepted and the fee has been paid, the food hygiene and safety section will arrange an inspection of your vehicle or stall.

If your application is refused or revoked

If your application is refused or revoked you can discuss the reasons with us. Other than a Judicial Review, there is no statutory right of appeal against our decision, but an appeal could be heard by the Regulatory Sub-Committee of the council.​​​
